PHH ARC follows a phased approach to environmental site assessments.
Phase I/Stage I Preliminary Site Investigations (PSI) [in BC]
The purpose of a Phase I Environmental Site Assessment/PSI is to identify past and present conditions or practices which may represent environmental risk, liability, or a failure to comply with applicable laws, and/or regulations. Phase I investigations are used to assist potential purchasers or property owners and financial institutions in assessing potential liability regarding environmental issues when evaluating real property value. It is a preliminary low-cost tool, which identifies potential liabilities, and includes a review of historical archival info rmation for the subject property and surrounding properties, a site inspection, interviewing personnel familiar with the site and area, and a final report.
Potential liabilities include (but are not limited to):
- Underground storage tanks (USTs)
- Above ground storage tanks (ASTs)
- Visible soil or surface water contamination
- High risk historical site uses (gas stations, dry cleaners, and/or other commercial/industrial activities)
- Hazardous building materials (asbestos, lead paint, polychlorinated biphenyls [PCBs], Urea formaldehyde foam insulation [UFFI], and mercury)

Phase II/Stage II PSI [in BC]
When environmental risks are found on or near the property a Phase II Environmental Site Assessment (Stage II PSI) is recommended. The purpose of a Phase II is to identify, characterise and quantify contamination which may be present in air, soil and/or ground water, surface water and building materials. It typically consists of a field investigation to collect samples, conduct lab analysis for specific chemical parameters and preparation of a report either for client use or for submission to regulatory authorities.
Information gathered from the Phase II is used to design management plans, renovation or decommissioning specifications, to design remedial (clean up) plans and to estimate remedial costs. If significant contamination is identified then a Phase III remediation (or Detailed Site Investigation) is conducted.
Phase III/Detailed Site Investigation (in BC)
Phase III Remediation (DSI) is the design and implementation of a site specific remedial action plan. The purpose of the Phase III is to establish environmental conditions of the property which meet or exceed provincial, and/or federal criteria. A remediaL plan includes co-ordination of contractors, monitoring during excavation operations and confirmation sampling at the end of the excavation to establish that relevant criteria are achieved. PHH ARC provides a turn-key service so that costs, liabilities, and project timelines are well managed. Remediation solutions are adapted to client site requirements and can either be conducted on-site (in-situ) or contaminated material can be excavated and disposed of at licensed off-site facilities.
